No. It's not true and you should not use weights like that. Those weight are designed for use in rehabilitative exercises prescribed by doctors. Use without advanced knowledge in their effects is a BIG mistake and will screw you up majorly. Just to add insult to injury, they will not in any way give you the result you are looking for. But, they will damage your ankles and feet and end your exercise program.
There are two things you might want. The first is if you run. One thing to possibly look into for runners is a weighted backpack. Understand that even a tiny amount of weight added will dramaticlly increase the cardiac load during running. This is an advanced technique for use by people already in top condition. These people are doing high intensity training.
The second is if you are just looking to develop your legs. The way to do that is weight training or use of body weight exercises (body weight exercises are better). If you go the weight training route, concentrate on squats. The amount you lift is irrelevant. What is important is correct form. If you cannot or will not maintain correct form, then you can't do weight training. Of course, what I mean by can't do weight training is you will be like the other 95% of people who train who train incorrectly, suffer a major injury and then stop forever.
A better solution is to do something called Hindu Squats. Simply google this to find one of the many fine web sites that detail effective training techniques using body weight exercises. These are what will give you what you want.

I am a 5'10 white boy. I play on the Varsity basketball team where I live. There are two 6'4 white boys on our team. I have about a 32 in vertical leap and I am very close to dunking. The tall white boys i talked about earlier might can touch the net if they get a running start. My answer to increase my vertical.....leg weights from Wal-Mart. If you use them everyday, it will increase your leg muscles.

You'll build tone, but not much muscle mass. But you'll increase the likelihood of foot, knee, and ankle problems. Use weight machines at a gym instead. Much more ergonomic and safer.

Not a good idea.
There's no easy way to increase leg muscles without resistance and strength training on machines. Ride a stationary bike, swim, run, work on leg press machines at the gym.
That's about all.

Yes, you can. You'll become noticeably more toned, not extremely, but you'll be able to tell. You'll be faster TOO, but I wouldn't use them if you're under eighteen or look forward to increase in height because ankle weights may stunt your growth. But if you're comfortable with your vertical size right now, then use them.

just go for a jog.... i think it's better... since it's not like extra weight... you'll be working with your own body. I'm telling ya... move around alot and it'll help. get your knees close to your chest while standing... run/jog for one hour streight without stopping and then strech your legs alot... it should be great. Play saccer... but please don't lift weights. It's not healthy.

It will work as an overall strength of all parts of your leg, joints, ligaments, some muscles, etc..
If your looking for BULK and bigger size, not really...

they might, but more than likely you will stress your joins and ligaments. Its not a natural way to work your muscles, theres no real leverage against the weight, so it stresses your joints.

Not sure, but I think the wieghts are to be used while exercising. Wieghts such as these can cause pressure in the joints.

The idea is logical but impractical because there is a high chance you will damage your knees. Definitely not worth the risk.
