i dont think you can, buy a new one. itll probably be cheaper

Totally submerged? How Long?

Depends on how long it was submerged and what if anything was done to preserve the engine. If nothing was done, and it has been several days/weeks since, corrosion is well progressed and the engine is ruined. Short of replacement or a total overhaul, there is little you can do. Salts, mud, silt, grit, rust are all possible problems.

Drain all of the fluids and refill with fresh. Change the sparkplug. It should start for you.

Buy a new one and DON'T use it to mow the bottom of your pool.
