There are several ways to measure radiation. Usually, the effect of radiation is what is measured. Radiation has several effects on living tissue. When radiation interacts with a cell, one of four things can happen (1) cell is damaged and repairs itself and goes on to produce healthy daughter cells. (2) cell is damaged and dies. (3) cell is damaged produces daughter cells and they die. (4) cell is damaged produces damaged daughter cells that live and produce more like cells (aka cancer). As I previously stated there are several ways to measure. (1) we can measure temperature increase and equate that to a flux based on what shielding we belive to be present. We can take what we believe to be the source strength of the sun and calculate what it should be based on distance and shielding. We can also do a statistical model of biological damage and work backwards to come up with required flux to produce such damage.
