Well im going to say no. In canada anyways, the law is kinda tricky but ill try to explain it.
I believe you can download a movie and watch it on your computer. But the illegal part is burning it to cd and/or distributing it, i.e. giving it to a friend or family member.
Now technically the movie maker or in the case of a song, the artist if loosing money by you downloading it, which is wrong, but i dont think its illegal yet.
