Depends on the state ID.
For example, you can get your national social security ID at 0.
And in many states, they have children IDs just for people who think they might loose their children in the park or something.
So, you can get some kind of state or national ID starting at age 0.

You can get a Non Drivers License at any age which is a state ID But you have to be 16 to get a learners Permit.

You don't need to be any particular age to get a state id. In this day and age it is actually very good to get all your children a state id.

You can get an ID at any age, but must be 16 to get a license. Good question! PS... If you are 14 you can have a restricted learner's permit.

I don't think there is an age limit to get an id. Now a driver's license is a different story. I think even children can get id's. I know they can get social security numbers and you can get kids finger printed.

Any age and they are very helpful as now-a-days they are kept on file at the BMV, if anything ever happened and they needed a current picture, its right there for law enforcement agencies. As well as being a form of id if traveling over sea's.
