Stupid is a harsh word itself. How old are you compared to the other person, what makes you think she is stupid. How do you know she knows nothing?
There is no polite way to insult someone, an insult no matter how it is expressed continues to be an insult.
Your open question is just that, too open. Try and be more specific or the only answers you will get will probably offer little in the way of actual help and good advice.

I think you need to clarify "stupid." For example, my dictionary gives one definition as "slow to learn or understand" and another as "lacking intelligence." I think a person who has reached 40 does not lack intelligence; she has obviously survived this long. Perhaps she is not "wise to the ways of the world," as the saying goes, thus being naive. In that case, you should help her expand her experiences.
I think the question really is, why do you want to tell this person she's stupid? Is there any value in doing so? It's a point to ponder.

Your Mom is not stupid! It is just that adolescents think they know all. Just cool it, when you grow up, you will understand.
P.S.:Do you want to tell her politely that she is stupid or is she politely stupid? Grammar is not your best subject, is it, especially someone who thinks a 40 yr old knows nothing!

you can't tell soemone they are stupid without hurting their feelings. YOU could help her learn things where she seems to be lacking. YOu could take the opportunity to be HELPFUL instead of hurtful.
