It's someone winking sadly. The ; is the eyes. The o- is supposed to be the nose. And the ( is the frown face.

it's a winking sad face, look at it sideways, the semi-colon is a wink (as opposed to a colon which is two eyes), the o- is the nose and ( is a down-turned mouth

perhaps the nose threw you off... they're standard imoticons with a little nose. tilt your head to the left and you'll see the little dudes winking at you and sticking their tongue out or smiling!
