The most likely explanation for the wave-like noise is ambient noise from around you. The seashell that you are holding just slightly above your ear captures this noise, which resonates inside the shell. The size and shape of the shell therefore has some effect on the sound you hear. Different shells sound different because different shells accentuate different frequencies. You can also hear the same thing sometimes with a cup.

I wish it was the sound of the sea that you hear in the seashell. The idea is much more romantic that the reality. It's not the sea. It's just sound echoing off the walls of the shell. All that echoing sounds like the sea.

it's all in your head! :-) but really, cup your hand around your ear, and be really quiet, and you'll hear the same noise, only it'll be a bit quieter. the noise you hear is in your head.
