a comp with such feature means?

it means comp is fitted with DVD RW drive, same as CD RW(Rewritable) disc you have DVD RW though there are different varieties like +/-. Disc which can be uses no of times o write the data. To use such RW disc's you need to erase the data and then use the same disc to rewrite.
In simple terms as mentioned above the comp. has DVDRW capable drive.

A computer with dvd recorder that has the ability to use re-writable dvds. That is dvds that can be erased and re-used after data is recorded / burned on. You can also add data without erasing the content.

Means if you get a DVD-RW disk it will be able to be written on more than once unlike DVD-R which is one time only.
