Try beating your head against the wall really hard for 5 minutes each morning. It will work as well as any other measure taken to improve things on that continent, and might also lead you to think about less hopeless topics (like what can I do to stop this daily headache?).

What should we do? Kick some *** in the middle east within six months (I'm talking a full-out, take-no-prisoners war). Then move most troops, and deploy more, to Africa. Explain to the UN and the African leaders that they can either straighten out in the next two months or they will have to deal with the US. When they don't do anything, we wage war on the corrupt leaders of Africa, take them out, and install puppet democratic regimes, run by the US, to create democracy and capitalism in order to allow the area to thrive (for once).

Initiate a buyback program for current weapon systems and increases in aid is tied to improvement in living standards for peoples.
