Well, this depends entirely on where you live, but I've always had good luck with TJ Maxx and Marshall's. You may have to hunt around a little, but they always have great stuff for cheap.

look in the sales papers for black pants...i will tell you though if you are needing them for a special engagment you might not want to get the cheapest pair..
