OK so like it says something about dill or a dill player and at first I thought maybe this was a virus or a hacker but yet I have no ideal because I know I did not download anything with this name.

you sure its says dill not dll
as dll files are Dynamic Link Library files.
A DLL can be used by several applications at the same time. Some DLLs are provided with the Windows operating system and available for any Windows application. Other DLLs are written for a particular application and are loaded with the application.

DLL's on the other hand are program library files that are linked at run-time by many programs, they serve the purpose is objectifying code to avoid memory hogging

If you mean dll it's Dynamic Link Library and is a file used by software on your computer

Sounds like someone's program they want you to use. I wouldn't use it because I don't know what it is, it isn't mainstream.
