Depending on how complicated you want to make it, web sites can be very difficult to make. The above recommendation to use Front Page I heartily disagree with as it makes very bad HTML code. If you really want to learn HTML I recommend going to W3C's website - http://www.w3schools.com - as they are the ones that control the standard of the tags that are to be used. Most of the time they have examples that you can play with to see exactly how the different tags work.

html is just the ground floor. Web development is sooooo much more than that. But it is a good place to start to learn the bascis and build from there. Many wysiwyg editors like Frontapge and Dreamweaver will write code for you, its like using a word processor. But to get interactive, you need more than html.

I don;t understand what is so confusing
you have an opening tag and a closing tag, if you need to use a refrence there are thousands available
