A bid is solicited. A proposal is unsolicited.

when you place a bid you are lets say giving a difinitive price for something, like when a contractor places a bid on a job, he is essentially saying this is how much i will charge you to do this job. when you propose something you are suggesting something could at a later date turn in to a bid when things are more finalized. this is my understanding of those two words.

proposal: an idea or project that you want to get started

bid: competing to offer your services to another organization to do some work.
