The mother moved to GA and gave up her rights to the child, court papers show both parents giving up their parental rights, all arrears have been paid and the child has been adopted. Can GA still legally charge the father with support obligations and force him to provide health insurance even though the child has been adopted?

If the adoption was finalized, and his rights have truly been severed, he should no longer have to pay child support.

If he owed support before the adoption, however, he might still owe that money, unless the mother or the state has forgiven those arrears. Was there a prior order for child support in place before the adoption?

About the health insurance: Read through the paperwork that was signed and make sure there are no clauses requiring him to pay support or provide insurance. he shouldn't have to, but they might have put a clause in there hoping he wouldn't notice.
