A police officer in San Diego told me that the position of the shoes marks a direction, to what? Drug house? Party, only the people who know shoes know.

A lot of reasons. They can show where a drug house is, they can show where some violence is to take place, or they can just be hung out of the reach of the person they were stolen from.
