Current popularity probably came from the Booyah Tribe (rap group). Before that it was used as a slang exclamation or expression of excitement and victory. Long before that and current today, it is a delicious chicken soup originating in Belgium!

It's ghetto talk, it's supposed to mean something like cool, Like if someone does an impressive trick, instead of saying, that's cool, the miscreants in da hood say booyah.
