OK WHEN I TURN ON MY MONITER ON THE OTHER COMPUTER, ALL I HEAR IS A SCRECHY SOUND, AND THEN IT SMELL BAD. WHATS HAPPENING?

The flyback transformer is cracked.
Flybacks are expensive.
Generally, it's cheaper to get a new monitor unless it's like a 21" or something.
Ok, I am not going to say 100% that it's the flyback, sometimes the power supply can whine too, but that is rarely combined with a bad smell. I'd say about 95% it's the flyback.

As monitor repair is pretty much a thing of the past, your best bet is to just replace it. If it smells bad, then you need to remove the power and discard it. Do NOT attempt to open the monitor up as there are high voltages present inside even if the monitor is unplugged.

it sounds like the monitor finally gave up..and if it smells bad that what it means..you need to get a new one of a second hand one

if you smell burning, unplug it, throw it away and get a new one.

Some CRT monitors when turned on will make a buzzing sound which indicates degaussing is going on, but that doesn't seem to be your problem.

yeah dont turn it on agian if it smells bad its somethings starting to burn may cause a fire get rid of it now and go get a new one if your can prefferably a flat panel
