Baltimore or Boston? Why?

Baltimore is less of a large city feel and if you want to explore around the city, it is a lot easier to cover ground. Annapolis, The Eastern Shore, D.C. even Ocean City are all within day trip range easily. You can be in the mountains or the Bay in less than 2 hours.

Boston has a lot more to do in the city itself, and its historical attractions are more well known. The city is larger and feels it, with more to do in town. However, getting around up there is tough so you'd likely be stuck in the city pretty much.

I would likely pick Boston, but there might be a better chance to do more variety in Baltimore.

Boston is a little better in the summer. Baltimore can get pretty hot.

In Boston, I'd take my daughter to go whale watching off of Cape Cod. I'd take walks in the park with my son. And I'd take my wife one night to a Red Sox game and then another night to a romantic dinner at the Spinnaker Italia on top of the Hyatt.
