depends, if the channel its broadcasting over the Internet, yes you can

and if its not broadcasting, you need a pctv card, its a card that permits you to see tv on your pc ( also record it ) but you need one of this cards

Some sites have streaming media, or other video you can watch but generally not "watching TV" as such. To do that, you need to install a tuner card into your PC and watch TV on your computer through you cable.
