2003 cars have no speed cables they have sensors if you changed tire size it will read wrong
because this is an obd 2 car the dealer can re program it for you there is no other option as long as it works otherwise if you didn't change tire size the dealer may cover it under warranty

The instrument cluster is probably bad. I work at a GMC dealer in CO and we replace them all the time. Unfortunatly, they really can't be recalibrated, AC Delco has us send them in for remanufactured units.

Have you modified the vehicle in any way? If you lowered it and put smaller diameter tires on it then that will have an effect. Same if you raised it and put on larger diameter tires

The cable needs replacing.
It's apparently binding inside the housing.
