Each manufacturer usually has their own utilities to perform this function. I assume you are having problems with bad sectors popping up or something to warrant this procedure, because otherwise you just want to WIPE the drive, and there are many utilities out there for that.
Maxtor has software called MaxBlast and PowerMax which has low level and sector repair routines specifically deigned for the Maxtor line of drives.
Ontrack's Disk Manager is used by Quantum and some other manufacturers.
There are also professional tools like Micro-2000's MicroScope which will actually allow low level formatting of a single sector, which I have used to revive drives exhibiting the "clack of death".
That program though back when I got it was almost $700 USD.

I am almost certain that you need special software to do this anymore. In the early days of PC's, it was a standard practice to low, then high level format disks, which took a really long time.
Are you certain you want or need to low level format? Anymore, HDD's come low level formated out of the box. In essence, to low level format a HDD, it is like having a lined sheet of paper, erasing all the lines, then redrawing them. In short, high level formating sets up the HDD for the operating system to write on it.
When someone formats any type of disk in Windows, it is a high level format, which will wipe out any data recovery unless some special software is used for recovery.

You do know that you may destroy the hard drive by low level formatting it, I hope.!
Have you tried FORMAT C:\U the "U" is an "Unconditional" switch and it will totally wipe out everything on the disk UNCONDITIONALY.
