They use the 'flippers' that developed from wings to 'fly' underwater.
Without their flippers they'd just be sausages with beaks when they got in the water.
In birds the hipbones and the ribcage are fused into one solid piece, so penguins don't have the spinal flexibility to swim like aquatic mammals. Their webbed feet just help with steering in the water.
The single piece torso is why they waddle, they can't compensate for the shifting weight by swinging their pelvis' like we do

penguins were anciently birds not Marine animals. they had flippers in order to fly. but in the long coarse of evolution and their habit & habitate they became marin. their flippers reduced and now are useful in order to swim.
