Yes it can, you will need to replace the piston heads, rings and con rods with forged ones and have an adequet cooling system. A friend of mine turbocharged her Fiat Cinquicento and it worked very well until she found out the hard way why these parts need replacing.
Be warned though, turbocharging may give you the mid-high boost but due to turbo lag you may see a decrease in performance at low revs, supercharging does not have this problem but is much more expensive and less reliable.
Another option for you may be Nitrous Oxide, a small 25hp system will need minimal modification , could work out a lot cheaper than turbocharging and supercharging. The downside to this is having to get your bottle refilled.
Remember though, there are many diferent ways to boost the performance of your without turbocharging, a performance intake and exhaust system, remapping the ECU, performance clutches and flywheels etc. Please remember a massive exhaust will not improve your performance much in a natuarally aspirated car, smaller bores will give better acceleration, big rims will lengthen the gear ratio making your car accelerate slower a lot of tuners make this mistake.
Be sure to consult an expert at your nearest tuning garage and never attempt to undertake any work like this yourself unless you are a very experienced and knoledgable mechanic, it can go very badly wrong.

turbo charge'n an engine designed to be naturally aspirated will require extensive modifications, and doing it on an esteem engine is crazy, It'll cost u anywhere between 2 to 3 lakhs to do it in india, and u can get a used mazda miata for 3lakhs so it makes no sense added to this the esteem's chassis cant cope with the power, even the 85bhp the stock engine puts out is too much for the car.

Just a coulpe of points first so everybody understands your question. 1.3cc I believe you mean 1300cc = 1.3 ltr, and almost any engine can be supercharged or turbocharged.
As to whether it would be benificial or ecconomical depends on application and present power for it's application. The engine you are talking about is produced close to it's ecconomic and application limits so as to be saleable to the largest crosssection of buyers. Adding a turbo will definately increase power and give a very slight torque rise, but will shorten engine life and reliability dramaticly. A supercharger for this engine would be a waste of cash and probably prove dangerous. (boost lag and run on)

A 1.3 was made for Gas mileage
To modify this car to run will cost alot of green cash
I think if you must than go with the Turbo if you can find one,BUT chances are you won't beable to find an exact fit so it will have to be custom made..
You will need a header,Turbo and the accessories
This will cost with having it setup about 3 G's

Any engine can be turbo charged or super charged if you want to spend the money. And there are plenty of ways around "blowing" the engine. Forged rods, pistons, ring a bell?
