INDIA is generally NOT INTERESTED in football as much as cricket, hockey... bit like the Americans who loves their brand of football, baseball, basketball.
Furthermore INDIAN youths prefer to concentrate on their education to increase their job prospect and improve their lives. Sports don't pay well unless you're some kind of superstar sports person.
The very poor or not educated will have little access to playing sports which is a luxury they cannot afford. Also INDIAN government / state authorities do very little to promote football. India seldom participate even in ASIAN football tournaments. So India football standard is very low. You may have the talents but you must also provide opportunities and expert training to develop the potential talents. Unless INDIA begin to do this India will never ever be good enough for the World Cup.

Because football is not popular in India.
Get a good grass-roots following for the sport and India will quickly move up the world rankings... but you need kids playing the game from childhood. At the moment, cricket is THE sport I believe.
