becuase coachs are using such substitution as a means to waste time whenever they are sure they have won. this deprives the other side time to make out challenges.

yes they should its not fair on the losing team but maybe instead in injury time they could stop the clock for substitutions

This is an ancient trick. Every team I ever see get its chances to waste team. Not only by substitution. Classic ways are:
Goalkeeper Kicks (you can easily check how some 100% of yellow cards swinged at goalies is due to waste time).
Staying grounded after a foul (players are near to the end of the match, so they're tired and can suffer cramps)
Waiting the opponent pressure without real plays (team is playing with useless short passes. If they're local (home) team, the crowd often is pleased with this attitude. A single player rounded from opponents don't look for a spot, but maintains the ball at his feet, struggling with opponent, looking for a foul).
I don't guess your rule is well fitted. Both teams know they must score in the early part of the match. Each team know if they're losing, opponent will waste time.

No a player could be brought on to do a job, maybe a great header of the ball to defend against last minute long balls,or be a great penalty taker or a player could be injured on the field!
That would give the losing side an unfair advantage! By rights all stopage time should be added on (it does n't happen alot)
Every coach does it when they get the chance even though it is the beautiful game!

No. Referees are allowed, and have been for years, to add up to 30 seconds on for a substitution.

No it is a waste of time, that's why they do it because they are not doing very well so they **** out with the players to gain extra time, and guess what? it work's.

Substitution should be the manager's, strategic choice

The ref must control all facets of the game - time-wasting included, but it should be allowed.

no, what if one of the players get hurt and you can't sub him and have to play men down, that wouldn't be fare either
