Can we bring back Isaac Newton (or someone as good, I'm not picky)from the dead and have him write up a couple of new laws, and put an end to this whole "evolution is just a theory, so it can't be true" nonsense?

They are already there to be discovered. They can't be rewritten or changed--it's just a matter of finding out what they are. After all--we knew something made us fall to the ground when we tripped--we just didn't know what the force was until Newton realized the concept of gravity.

Theories deal broadly with complex systems. Laws deal with only one small detail per law.
Newton was a reclusive religious nut who bragged on his deathbed that he had never sullied himself with women. Meaning that he died a virgin and was proud of the fact. I don't think he would have liked the idea of biological evolution.
The deniers of evolution won't be satisfied with any proof, no matter how obvious. Their whole cosmology is based on the idea that everything they think they know about the bible is true. They rely on others to interpret or guide their interpretation of scripture to maintain the illusion that a coherent picture of the universe can be achieved by scriptural analysis.
It will require some kind of national crisis to shut the crazies mouths and open their eyes to the consequences of scientific illiteracy, I hope I'm still alive to gloat about it when it happens.

Anna, the people who spout that nonsense are people who do not understand the meaning of 'theory' as it is used in science. "Theory" in science means "system of explanations." When people use "theoretically" in everyday usage, they really mean "without evidence." But that meaning does not apply to scientifically accepted theories, because they are intellectually rigorous and consistent and explain the facts better than any other known explanation.
So, if you hear "It's just a theory" again, just remember the person saying that is uninformed and does not understand the words they are using. You can use that knowledge in deciding whether it's worth it to correct them, or just ignore their ignorant ravings.
If you decide to correct them, it may be productive to explain they do not understand the meaning of the word "theory" as used in science, and guide the discussion to known facts. For example, evolution is not a purely theoretical concept; it has been seen many times in nature. Challenge these people to explain antibiotic-resistant bacteria without evolution, for example. These bacteria did not exist until recently, so how could they exist now if they had not evolved in response to environmental pressures?
