Yes, provided both the PCs are connected to the network and you have made the files shareable between them.
If you do not use a password for sharing, be careful others also can use your file.You can have options like read only etc if you dig in.

Yes, as others said, or you can use hyper terminal to send & recieve file through tel line. Go to "start menu > all programs > accessories > comunications > hyperterminal" there you select the number you wanna dial & other settings, and the person on remote PC, would choose "wait for a call" from the menu on her/his hyperterminal menu bar. you'll dial the person & then send the files you want through the "transfer > send file" from menu bar.

There are many way by which you can work on your PC from remote locations.
Assuming you have windows machine.
1. You can buy "PC anywhere" and install it on your machine and then login from any machine by specifying your machine's IP.
2. If you have XP, Win2000 Server you can enable the remote desktop service and then by using remote desktop client you can login onto your machine.
