In the UK, if the site is near to houses, it is usually a condition of planning that no construction work takes place before 8am so you may wish to check.
Most construction workers have to travel to site some distance and therefore to avoid sitting in traffic will leave home at 5am, this gives plenty of time for a nice brew and a bacon butty before starting.
They will then break for breakfast at 10am (2 breakfast baps and a daily sport) before sloping off to do a private job before the site manager notices.
If you notice them on site after 3pm, they are probably up to no good!!!

I have often wondered this, I think it's to get more breaks, they can start at 9 and finish at 5 but then they'd only have an hour sat on their fat bums drinking mugs of sugary tea. If they start at 6 they can have an extra 3 hours!

Construction workers start early and quit late because of money and time. If it rains for a week they don't get paid , so they work when they can to make the money.

Maybe because their bosses are cruel and want people to wake even earlier to get to work on time?
Actually, if the work is in two shifts, it makes sense - the construction will be finished sooner. Also, it is easier to work before the heat at noon. :)

I think its a case of, if I'm up then everyone is going to get up, in some places there is a time code where builders can't start work until 8am, so thats not too bad

Because is usually cooler. When the weather hots up, they get get (more) lethargic and reduce productivity.
