There are two methods:-
1 - By Mail client :
Put this in HTML
Send e-mail
This code will open Microsoft Outlook or Outlook Express to send the e-mail
2 - By Server-Side :
By ASP programming language
look at http://www.w3schools.com/asp/asp_send_email.asp

Good question, I'm trying to do the same. In FrontPage you use a "form" and have to have FrontPage extensions enabled on the server you're uploading to. See if the following link helps - didn't help me much! But keep on trying!

You haven't said if you are currently hosting your own site. This is probably a good first step even if using something like a dns-alias redirect.

You can then run your own mail server (if your isp will let you)

you have to code your website with sever side scripts like ASP or PHP etc. Goto to scriptsearch.com and download mail programs and paste into your webpage.
