It started out as a nautical term. It means follow the course for the ship, which was charted on a map, in advance of a trip.
As regards the war in Iraq, it means do what was originally planned: get rid of Saddam, the Baathist Party, rebuild the military, set up a free government, protect the people in Iraq during transition, fight terrorists and so on.

I would assume that this would mean staying in Iraq until the goals of the U.S. and its allies have been met. However, I wonder when the U.S. will finally decide that enough is enough and that we should get the hell out of there.
