Would they be able to shift earth out of it's axis?

First of all, jumping on dry land won't cause a tsunami. Earthquakes on land have nothing to do with tsunamis unless they cause landslides which fall into water.

Second, if theres 1.3 billion people in china weighing about 80kg each, jumping on a surface area of 9596.96 thousand square km....well, I doubt very much it'll have a noticeable effect. For a start there's probably a couple of billion people walking (and thus exerting pressure) on the other side of the Earth too.

I'm told that there would be an 'influence'. Of course the actual affect is debatable and severity would be negligible.

No they cant, they are short and are often not obese so they will have a hard time doing it...
