Let me start with the basic requirements as to address and verification.

If you are staying at this new address in Delhi for the last one year and have acceptable proof, you don't have to worry about on the address issue. Otherwise also, you simply have to give proof for your previous address - I hope you stayed there for atleast one year. There is no hassle about verification except in certain states like Bihar and remote areas. Except in these areas verification by Police takes time, in Delhi it is done in 7-10 days. In Delhi we had many passports applied and received in a span of 25-30 days time in our families and friends without any extra efforts.

You need to fill the application form in complete entirety. No column should be left blank or answered vaguely. Give all supporting documents as required in first go, photographs properly done and pasted. Follow the instructions booklet attached with application form in letter and spirit and no hassles thereafter.

In your home town, if your verification situation arise, make sure that some one or you are available when policeman come and make sure to complete all formalities of producing documents, neighbourhood witnesses etc.

In Tatkal scheme also, verification is not ruled out. Only thing is that passport is issued and verification takes place later, but you are required to provide necessary endorsements from magistrate, 1st class gazzatted government officer (not just gazzated) etc.

You have both the options, choose which one suits you the best.

Your bank passbook or statement should be enough as an address proof. Like if you are staying in Delhi for past 3 months, then past three months' address will get reflected in your statement, and for rest 9 months you show your passbook of previous city's bank where you were staying. Now the process of police verification will have to be undertaken in both places and this may take time, but ultimately this should be enough. If you didn't have any passbook in your previous place, then any other proof should be enough i assume. Hope this helps you. Best of luck

The rent deed is proof enough, but if you need the passport in a couple of months then go for tatkal service. It is faster but more expensive as the normal route will tale 6 months tatkal will be ready in 4 weeks
