What happens if someone puts it on wrong?, or worse doesnt put it on at all?

the toilet paper polic come over and you get arrested. i avoid the whole issue. i have the toilet paper come out of the center . instead of over the top or underneath.

It has to be just right, I would rather it not be put on at all then the wrong way.

Yes it does matter... If its in the wrong way I can't pull it out correctly so I take it out and place it back in the correct way ... ahhh... very satisfying if its in correctly.

It depends on who you talk to. Personally I belive if you put it on the roll at all your doing something right.
