I have purchased Indigo LS.My question is why there are bumps at the slow running pace? Can I fit tacometer to the car?

Listen, all the tacometer will do is tell you how many taco's you are eating in your car. While this may be useful information for you, most people want to learn more about the operation of their engine and choose to install a tachometer.
Maybe the bumps you describe are the crunchy shell of the tacos, and this is completely normal.

Don't know what you mean by 'bumps'. But almost every vehicle made has a place to hook up a TACHOMETER. Check the distributor for a metal plug marked 'TACH" that would be where you hook the positive wire up the negative goes to a good ground. (IE solid metal to metal contact point.)

I thought the indigo had a factory fitted tacho, neways you can always get one fitted at the local garage or try ask the tata guys itself
