My wife was a Christian Dior makeup artist for some years, so don't think it's weird for a man to answer this one as I'm am very familiar with the information and also have two girls of my own.
Your foundation should match your skin tones, not change your natural color. When foundation goes on perfect it cannot be seen, because all it does is even out your natural color with your natural color. You can use it on your legs too. When you buy it, dab a little on your jawbone, not your hand as they are likely darker. Rub it is and see if it vanishes. When it vanishes, it's your color. The very best will be Christian Dior and Elizabeth Arden, but they're expensive.
Your eye makeup should compliment your clothing, but darker; use nightime tones for prom, such as dark purples, darker towards the outset of the eye (towards your temple). Use some pink next to that and blend together smoothly. Just use a little. The purpose of eye makeup is to set contrast to your actual eyeballs -- to make THEM noticed, not a big slog of greasy color.
Make sure your lipstick does not contrast too loud with your eyes or your dress. Don't do red or purple. First put a little foundation on your lips (a little!) as this will hold color better. Then apply the lip color and gloss it over heavily with a natural pink lip gloss -- the almost clear stuff that's just shiny.
If you live near a major shopping mall, go to the more expensive department stores a couple hours before prom and get someone working at one of the cosmetics counters to give you a free makeover. You might want to be sure to call ahead as this will be prom and lots of people may think of the same thing.
Go for a natural look. Women are always insecure and put on too much makeup for special occassions thinking that they'll look better. Usually in such cases they end up looking like they didn't know how to do their makeup. Your makeup should work with and bring out your natural beauty, not act as a disguise for all the little flaws you know about, but no one else would ever notice.
Most of all, remember that this is your day and it isn't about looking like a million bucks, but about having fun, seeing freinds, dancing, laughing. It's a formal event, but everyone else there will be a little uncomfortable too -- I mean who wears prom dresses and tuxes every day?! So just relax and enjoy yourself; it will be a wonderful time.
Best wishes!
Daniel

hi if you are thinkin about getting self tan on your legs, please make sure that you get it on the rest of your body as it will look daft if you dont.try the all over spray on tan.it doesnt cost that much and it looks great.as for make up if you are wearing a pink dress you need pink eye shadow, NO eyeliner as really blonde hair with light clothes will make you look stupid. so try to find an eyeshadow that is the same colour as your dress, a shiney lip gloss with a hint of pink, and for blush you should you a peach colour. also apply a little mascara that will bring out your eyes.If you wear foundation make sure you blend it in well under your neck you do not want a tram line.
have a nice time.

Whew! That's quite a list, but I love a challenge! *wink*
With your complexion and coloring keep the make up soft and simple...softly smudged brown eyeliner (not liquid) and brown mascara. Find a powder bronzer that works with your dress...just a hint of peach in it and give your cheek bones and your eye lids and chin the once over and blend if necessary so it looks like you've been in the sun not attacked by the make up lady at the mall. *giggle* Pinky peachy lip gloss of your choice and your face is done.
Skip the self tanners and oiling and anything that you don't normally do because anything that can go wrong will. Pantyhose in a nude shade are your best bet. Hanes, Donna Karan, something non-shiny very understated that won't compete with your dress.
Take a deep breath relax and enjoy!

legs - find a light shimmer product and run it down the center of your shins along the bone about 1 cm width to make them look longer and slimmer. also heels will help
make up - wear a dark grey or brown eyeliner, a little more than you would usually for the photos
pick an eyeshadow to suit your skin tone - maybe a light gold with pink undertones
wear a very light pink blusher and run a little highlighter along your cheekbones
make sure you use face powder to prevent shine in the photos
try a lip colour designed to stay on all night in a pale pink thats not too dissimilar to your lip colour so you're comfortable with it
avoid anything too glossy because gloss + photo flash = bright white photo!
most importantly, try it out a couple of days before to check you're happy with how it goes together
have fun!!

Shoes
Seldom do shoes make an outfit, but wrong or shoddy-looking shoes can destroy your appearance. Shoe color and style follow garment fashion from season to season, but the shoes you wear should look good on your feet. Most important, however, is comfort. No matter how spectacular the style, a shoe is worthless if it does not fit correctly.
The classic pump is versatile and slenderizing.
Women should coordinate heel heights with hemlines. As the hemline goes down, the heel gets higher; as the hemline goes up, the heel gets lower. A medium heel makes you appear taller. Your legs also seem more attractive because the insteps of the foot has a graceful arch and the slight contraction of the calf muscle caused by the raised heel gives the calf better shape.
Basic colors and smooth, dull textures are the greatest value in shoe purchases. Basic colors include tan, taupe, cordovan, navy, brown, and black. If the shoe color is slightly darker than the skin tone, it can be successfully worn with all wardrobe items, and gives an illusion of height by extending the leg line. When the shoe color is lighter than the hemline, repeat the color somewhere else in the outfit. A contrasting color, whether bright, light, or very dark, calls attention to the foot, gives an illusion of increased foot size, and tends to make a person seem shorter.
Hosiery
Hosiery connects the shoes with the hemline of an outfit. The most versatile stocking is one that is a shade darker than your natural skin color, has a nude toe, and is heelless. It will slip into any shoe, go with any garment, and blend into the complete outfit easily.
Hosiery that is the same color as the garment and shoes will lengthen appearance and unify a look. Dark brown, black, or navy hosiery looks best with the same color clothing. Lighter colored clothes and clothes in delicate fabrics are complemented with light-colored hose and shoes.
Hosiery can emphasize the leg. The degree of emphasis depends on the distance from hemline to shoe and the hosiery color and texture. Hosiery that contrasts in color and/or texture with clothing makes the leg appear larger. Fine-textured, sheer, and slightly darker than skin color hosiery makes the leg appear smaller.

Good for you, I hope you have the best time.
I would suggest tinted moisturiser for your legs - make your own by adding a couple of drops of foundation to your moisuriser.
If you're very fair keep your make up sheer. Pale lilac and pink for your eyes, maybe a smoky smudged eye liner and mascara that's not too thick, or you'll end up looking like Aunt Sally!
Pale blusher - Bourjois do a lovely one with a slight gold sheen, called rose d'or, I think. Lip gloss rather than heavy lipstick. Let a few tendrils of hair frame your face so that it's not scraped back. If you've been ill, you don't want to look too exposed if you're still a bit "pasty". Don't be tempted too use body glitter, it looks naff.
Enjoy yourself. :))

Firstly, your dress sounds gorgeous!
Being fair skinned and fair haired, you dont want to wear too much make up. I would go for a tinted mosturiser to even up your skin tone, and pinky eye shadow and blusher and a slick of clear lip gloss on your lips. A touch of mascara is all you need to finish off the look. Keep things glossy rather than matt- Benefit have a product called high beam with is lovely at accentuating cheeks.
Benefit also do free make overs- just go to the counter and ask for help if your not confident doing it yourself- they will show you what products will suit you, how to apply them, and then you will know what to buy so next time yo can do it yourself!
As for your legs- i would suggest adding a touch of foundation to your mosturiser and apply it after you bathe. I wouldnt fake tan your legs if your skin is so fair- the rest of your body wouldnt match up!!

I am a big fan of natural makeup, don't go using any bright bold colours! As for the legs if you are not a self tan kind of girl there is Johnsons Holiday Skin (if you have time in hand) or you can always wear tights!
Have a great time!

maybe powder blue for your eye shadow? and a pale pink lip gloss/stick. Also you can get your legs waxed and use johnsons baby loshen for your legs. So you dont have to shave and get little cuts or bumps. Dont worry. I think you would look very pretty. Wear high heals so your calf muscles can automaticly flex and bring out that strong smexy look, and go tanning, but dont let your self look orange.

try a self tan on your legs. use a tinted moisturiser on your face and keep the colours very soft. a green eyeliner will bring out your eyes but keep to a pinky lip gloss for your lips. don't emphasis both eyes and lips..go for the eyes and keep the lips paler. go steady with a peachy blusher. you want to look as natural as possible. many places that sell make up will give you a free make-over so you can try out a few looks. Enjoy your prom
