I HAVE THIS PROBLEM so I totally know what you mean, and our coloring is kinda similar as well. I use a white eyeshadow as a base and then any other color that I want to use as well. I put on my normal eyeliner....normally just on the top lid for myself and then I line my lower eyes with a white eyeliner, sometimes one with some sparkles or something but any white eyeliner works and then I usually follow with a white eyeshadow on the lower lid as well--just underneath the the eyeliner also some of the white shadow in the inner corners of your eyes works good too.
Another thing that I use is a yellow concealer pen...it helps to negate the dark circles if you have under the eye and then use a normal concealer over the top to cover the yellow base...sounds strange but it works great for me.

p.s. a good liner pencil that I would recommend is by the brand Bari...very inexpensive it is white with sparkles in it, and goes on nice and smooth.

Omg yeah, i'm 16 im 3 months. after I went to pass get my hair reduce the female concept i became 12. i became like ummm no, like i don't think of a 12 3 hundred and sixty 5 days old would placed on make up this good. that is so stressful yet I listen all of it the time. This different time some stupid baby in my grade, requested if i became a freshman, i'm no longer. We purely ought to stay with it until eventually we get old. a minimum of when we are fourty we are able to not look it.

Here are some ideas, all or some may work for you:
Use a concealer on dark circles and on dark areas at the inner corners of your eyes.
Use a highlighter (pencil or cream, Rimmel pencils or Revlon Skinlights are good) under your eyebrows and at the inner corners of your eyes to make them look brighter and more open
Line the inner rims of your eyes with a white pencil
Use a light but opaque shadow if eyelids are dark, white, off white, or light beige might be worth trying
Curl your lashes & apply lengthening mascara

You can start by putting cucumbers or an eye mask on your eyes if they are a bit puffy. Concealer under your eyes, if they're a little dark underneath. A dat bit of white in the inside corner of your eyes help a little. Using an eyelash curler will open your eyes up more too :) Good Luck!

try concealer if your eyes have bags. Pretty much any colors can go on your eyes. Try aquas, pinks, purples, and bright colors. Also try getting a facial once in a while. The money is worth it.

put a dash of shimmer on the inset of your eyes and maybe on the lids, depending on your eye shape. If you have brown eyes like I do, a nice shimmery fawn color looks good with a bit of a dark brown liner.

Use a little white eye liner on your lower eye lid. Supposedly you're supposed to line the inner part.

Actually, I have found( and I know this sounds weird) but if you use a white eyeliner pencil on the inside of you lower lid it does wonders, oh and visine always make your eyes look brighter too. hope this helps

try cucumbers lay them on you eyes for 10-15 minutes the vitamins will help rejunivnate the skin around your eyes and help with the dark circles ...

The best way to "brighten up your eyes" is to add some shimmer eye shadow to it... Trust me, I know what I'm talking about...
