Simply for ease in construction and unrestricted airflow. Cool air introduced at the top of the room will tend to sink, helping make the room temperature more uniform. But that works against warm air to heat the room. So if you want forced-air ventilation to do both heating and cooling, design the vents and ducts so they produce a uniform temperature without depending on convection. And by the way, so they also do it efficiently and silently and without annoying drafts. A two-story building can save on ducting by feeding downstairs from the top and upstairs from the bottom.
