Because sometimes, the question that is being asked could be answered with a question to find why that question was asked.

because its human nature to ask in order to know things or understand things more. like of you ask a question in an incomplete way or a vague way, the responder or the one whom you are askin the question will question you back to clear things out and make his response more relevant. well, if you dont wanna be ask by people whom you are asking, then state your question in a clearest and most complete way you can.

They're either 1. curious 2. trying to look smarter than you or 3. they don't know the answer and they're trying to stall for time to come up with one.

That might be because (1)they expect you to know the answer,are irritated by ur not knowing it ,and decide to give u a clue(2)they want to know why u want to know,etc
