i don't think it could be wind because if you took a paper towel and soaked it and then moved it really fast the water wouldn't drip slanted, it would fall straight from where the towel was when it fell.
besides sometimes it rains slanted even when there is no wind.

It doesn't always fall slanted. In many tropical places, it falls pretty straight... at least thats what i've seen.
