The World Cups they have won. In 2001 they had only 4 because they only have won 4 World Cups.

It's similiar to the Serie A or MLS scudetto...each star represents a World Cup won.

whenever you see a star on a national team jersey like that on englands or the two on italys or the three on germanys it shows how many world cups they have won.
