I think you could still do okay with seeds...zinnia's bloom late into the fall. You can speed them along by soaking them in water for a few hours and then speed germination by putting them in between layers of paper towel, keeping the towel moist and put them in a sunny window for a day or two.

You should have seedings in about a week. Put them in small pots and harden them off for a few nights before transplanting.

Not if they are already established plants and not seeds.
Once your Zinnia are established, they should grow well. Soil should be moist, but not wet. Water them during dry periods, once or twice per week. Zinnias like full sun and good air circulation.

They grow pretty fast. I'd say it's not too late to plant them, but I'd be planting them really soon.
