Push ups don't work out your arms that much. Don't listen to the other person.
It depends on what you want. If you want muscle, then build up your biceps or triceps. They require different exercises. If you want to lose fat, then you have to burn it off by doing cardio stuff.
One tip is to get light weights and move your arms like you're running. Do this in place for about 2 to 3 minutes... but don't just swing your arms, always have control of the weights.
Do that about 3 times every other day and you'll get skinny, toned arms.
