It's not a matter of whether it's okay or not, if you love someone you will in a loving sensitive way give some constructive criticism. relationships thrive on good communication being able to speak your truth to those that you love or do not love without fear of being taken the wrong way or rejected for your comments. If the person you are speaking to is happy with them self then they will understand you are only telling them for their own awareness not to make them look or feel bad etc. some people do not take constructive criticism too well and friendships, relationships of any kind can get spoilt by their own ego's. (ego's meaning self esteem). always speak your truth in a loving manner and hope that the listener takes it on board as you intended them to but bear in mind we all take things differently.
If they take offense to your remarks it's because what you are saying they believe and it hurts. The truth always does hurt. Be kind is my motto. good luck with communicating your thoughts it aint always easy doing that.

As always, it depends. I only feel saying something when I perceive their behavior hurting other people. For other things, like how do they dress, work, have fun, etc. is their lives and I try to adjust my best to the way they are or behave.

Yeah but you have to be careful...I'd like to say that if the behavior is harmful to them or others you should say something just be prepared for them to tell you to butt out

There are, but constant criticism, especially about minor things will drive people away and make them angry.
