Evolve means that a certain allele frequency in a population is higher because of natural selection. This frequency might be the probability that butterflies will be born with white wings. The white wing allele might be very good chemophlage (hide out) from predators because the trunks of the trees are white. When referring to humans, we have neither evolved nor devolved. Darwinian evolution explains that there must be natural selection to act upon individuals to create the best fit population. However we humans can cure ourselves with our knowledge most of the time. Hence, there is no evolvment. Now, devolvement is when a group of species goes against the preferred alleles of natural selections. None of these seem to happen to us since we are evolving mentally, and our body is left behind. So you could think of our situation as a draw. Our mind is evolving but our body is devolving which it really equals to zero net change.

We have are continuing to evolve. In some parts of the world devolution is also taking place. For instance in the UK our goverment recently devolved power to the Scottish Parliment, and the Welsh National assembly.

both...but in different ways of course. for example, isaac asimov 1ce pointed out that technology itself inclines toward our devolution. if we assume that in nature (without technology) only the fittest survive & therefore only the fittest perpetuate their genes; we can see that every technological advance which works to allow less fit members of the species to survive & reproduce will have an opposite effect. the example he used (if i recall correctly) was of something as simple as eyeglasses.

as an example on the other side; a good argument could be made that we have 'evolved' in the context of our intellectual grasp of physical reality. this, of course, is not so much a matter of we, ourselves, evolving; as our ideas doing so. but our ideas form an intimate part of what we, ourselves are.
