Natural resource shortages occur because of uneven distribution of population and resources. Like we have enough food to feed the world but why is there hunger still? Politics and borders hamper even distribution of resources in the world. Some areas have more some have less of the resources. Political and religious divisions make equitable distribution a difficult task.
