Of course! At least he can speak his truth. There are a lot of subjects to speak of, so generalizing is difficult. Anybody can speak the truth, and I think that, in many cases, intelligent people know how to manipulate situations by lying in certain situations.

Of course someone with a lower intelligence can lie too, but it depends on the person. Being less or more intelligent has no affect on your morals. An individual is just that. Anyone can speak the truth.

If he is dumb he cannot speak out loud. But he can certainly write the truth or sign (as in sign language) the truth. So, yes, a dumb person can speak the truth. I think we are supposed to call dumb people something politcally correct now; vocally challenged?

The short answer is yes ... But the truth is not homogeneous and like wise, dumb is a relative term so as an extreme example: someone might not be able to explain the truth of quantum physics latest developments but might be able to explain accurately how his/her trip to the shops was.

In all actualtiy, you probably have a better chance of hearing the truth from someone who is dumb. First of all, they'd be too dumb to lie...no matter what you asked. A smarter person might tell a "little white lie" if he/she knows it could get them in some kind of trouble!

yeah, why not. And anyway, it depends on what you consider to be dumb. For instance, if you think that someone is dumb because they didn't go to college, that doesn't mean that they couldn't tell you the truth about their interests, life experience, love, etc. It's all a matter of perspective. And one more thing, "truth" is subjective.

A person can speak the truth irrespective of his stupidity or smartness. I think all of us speak the truth or lie depending on the situation or what is best in the given circumstance.

Define dumb?

I believe MOST people are capable of speaking the truth, though we are all affected by our upbringings, personalities and other external forces. Some people are chronic liars, but I don't believe that they are necessarily dumb, some are smart, but aren't capable of telling the truth if it hit them on the head.

DEPENDS ON HOW YOU ARE USING THE WORD DUMB. IF YOU MEAN NOT VERY INTELLIGENT, THEN THE ANSWER IS PROBABLY TRUE, AS THEY HAVE BEEN TAUGHT NOT TO LIE AND IT BOTHERS THAT TYPE OF PERSON TO NOT DO AS THEY WERE TAUGHT. THEY WILL PUNISH THEMSELVES FOR LIEING
IF YOU ARE USING THE TERM TO DEFINE A DEAF PERSON. THEN HERE AGAIN THEY MOST DEFINITLY CAN SPEAK THE TRUTH, IF YOU CONSIDER TALKING IN ASL (SIGN LANGUAGE) THE SAME AS SPEAKING, WHICH IT IS. ALSO PLEASE DO NOT REFER TO THE HEARING IMPAIRED AS BEING DUMB BECAUSE THEY CANNOT SPEAK. THEY ARE VERY INTELLIGENT PEOPLE CAPABLE OF DOING ANYTHING THE HEARING CAN DO EXCEPT HEAR.

It depends which meaning of the word you are talking about. If it means that a person is unable to talk then i would have to say no. But if you mean stupid, then yes. "Out of the mouths of babes comes the deepest of all truths." stupid people can be known to speak greater truths than geniuses.
