It means something is finally going to happen (is expected) that should have happened a good deal of time ago (long due). For example, You have worked your butt off at the same company, been loyal, dependable, etc. etc. for years and years without ever being acknowledged for it. Finally one day you learn you are going to get a promotion and a raise. You're happy and ticked off at the same time, because these things were due to you a long time ago and you expected to receive them. Your phrase goes well with another one: "Well hey, better late than never."

"long due" and "expected" are somewhat redundant. The sentence means there has been a need for the thing in question for a long time and that people have been expecting somebody to provide the "it" being referred to.
