I believe that was Rome and Romans...I've never heard the Turkish referred to a Turkeys! lol! :)

It sounds to me like someone is trying to make fun of Turkey natives because they call themselves Turks.

The two previous answers just about cover it. The original saying is "When in Rome, do as the Romans do." Simply put, it means when you're in an area, do what that area's inhabitants do.
