Not sure about the rates as I know mostly 5 star hotels - but try Makati Shangri-La or Edsa Shangri-La, both are located near top malls in the country. Also, Dusit Hotel and Hotel Intercon.
It really depends on what you plan to do in Manila.

There are so many hotels in Manila, Philippines that are of affordable rates, good service and are accessible. But I especially liked The Mandarin Hotel at Makati Avenue, Makati City 1226, Metro Manila, Philippines . It's a five star hotel and i did have a very warm memory of my stay there so many years ago.

The Peninsula, Manila and the Mandarin Oriental hotel located in Makati City. It's expensive though but it is very accessible to main malls like Glorietta and Greenbelt.

I spent 2 months at the Mandarin Oriental in Makati and it was very good. I'd recommend that one. Spent the prior month at the Inter-continental, a 10 minute walk from there - not good. A mouse was living in my room eating my cookies and the management only offered to cover my local calls. Should have refunded or even upgraded me to another room. Very bad. Also stayed at the Holiday Inn near the US embassy and just had large roaches in my room. Didn't stay at the Shangri la, but it looked good (close to the intercon). It's also close to the big mall.

We usually stay at the Bayview Hotel (4 star) directly accross from US embassy on Roxas Blvd. Good service! We usually get one of the executive suites for about $130. (Living rm, dining rm, 2 baths and private master suite).
Another tip... If traveling with a filipino have them call and ask for the "local" rate at any of the hotels. can save 50-75% but must pay cash.

i do no longer understand if this falls below "all inclusive" .. maximum hotels right here have buffet lunch or dinner. however the beverages are commonly charged separate. For me, in basic terms Dusit Thani hotel (Makati) has an exceedingly reliable buffet direction and it incorporates mushy beverages, fruit juices, purple Wine , White Wine and different varieties of Beers ( al inclusive). of direction its a different fee from the room. happy searching.. in my opinion, makati shangrila and manila peninsula. they're both in makati and are conveniently located near malls, etc. i personally love manila pen's ambiance. especially when your dining in their lobby.
